EdUHK Launches the NPC and NCCPPCC Talk Series: Understanding the National Legislative System and the Work of the NPC Standing Committee

The Education University of Hong Kong (EdUHK) invited the Hon Starry Lee Wai-king, Member of the 14th National People’s Congress (NPC) Standing Committee, Hong Kong Deputy to the NPC, and the Legislative Council (LegCo) member to give the first talk of the “NPC and National Committee for the Chinese People’s Political Consultative Conference (NCCPPCC) Talk Series” on 28 November 2023 at the University’s North Point Study Centre. The talk, which introduced the country’s administrative and legal systems and the work of the NPC Standing Committee, attracted participants from different sectors, including LegCo members the Hon Vincent Cheng Wing-shun and the Hon Benson Luk Hon-man, District Officer (Yau Tsim Mong) Mr Edward Yu Kin-keung, EdUHK Council Members Mr Yau Siu-hung and Ms Teresa Poon Sin-yi, advisors of the University’s School Partnership and Field Experience Office (SPFEO), principals and representatives from school heads associations, teachers and students from primary and secondary schools, as well as EdUHK staff and students.

In his welcome speech, Professor John Lee Chi-Kin, Member of the National Committee of the 14th Chinese People’s Political Consultative Conference (CPPCC) and EdUHK President, stressed that as a new member of the CPPCC, he felt obliged to promote CPPCC’s and NPC’s work to frontline educators, future teachers and students in order to enhance their knowledge of the country’s administrative and legal systems, help them gain a deeper understanding of its affairs, and cultivate a stronger sense of national identity.

Prior to the talk, Professor John Lee, on behalf of EdUHK, presented an honorary professorship to the Hon Starry Lee, in recognition of her outstanding achievements and remarkable contributions to society. Despite her busy schedule, she kindly agreed to deliver talks to students and in-service teachers at EdUHK in the future. Thereafter, the Hon Starry Lee explained the country’s administrative and legislative systems and procedures, the work and responsibilities of the Members of the NPC Standing Committee, the mechanism of the People’s Congress System, and development proposals.

A dialogue session was chaired by SPFEO Director Dr Kevin Kam Wai-keung. The Hon Starry Lee and Professor John Lee shared experiences of their respective roles as deputy to the NPC and CPPCC member. They also discussed the significance of their roles in contributing to the development of the country through putting forward proposals.

To conclude the talk, the Hon Starry Lee advised students to actively engage in internships and exchanges, develop a proper perspective of the country, and broaden their global horizons to embrace both opportunities and challenges in the new era. She also encouraged students to make use of Hong Kong’s unique advantages and become a competitive generation that enjoys strong support of the Motherland and connects closely with the world. The Hon Starry Lee indicated that she would continue to share her expertise and life experience with EdUHK students.

The “NPC and NCCPPCC Talk Series”, co-organised by the Office of the President and SPFEO, is one of the events of the University’s 30th anniversary celebrations. The series consists of 10 talks and will invite members of the NPC and the CPPCC to speak on different topics and share their insights and experiences and professional knowledge with participants.
